Municipalities, from large cities to small townships, play a key role in supporting their residents by providing essential infrastructure. However, many face challenges in deploying reliable internet due to budget constraints, aging infrastructure, or access limitations. Partnering with CTC helps cities overcome these hurdles, expand broadband networks, and future-proof your digital infrastructure.

Little Falls

When a major employer in Little Falls faced insufficient internet capacity to sustain operations and began considering relocation—threatening significant job losses and economic impacts—the city, Morrison County, and the Morrison County Community Development Office collaborated to address the issue.

They partnered with CTC to find a solution. The city and the Community Development Office secured funding to construct essential fiber routes throughout Little Falls. This initiative enabled the employer to remain in the city and introduced high-speed fiber optic broadband to other local businesses for the first time.

CTC signed a 10-year lease agreement to repay the local government for the construction costs. After just seven years, CTC fully paid off the lease, gained network ownership, and continued expanding its reach to benefit the community.


Rice Lake

CTC has partnered with Rice Lake Municipalities to enhance broadband connectivity in the area. This collaboration includes a significant project to install fiber-optic service to homes and businesses in Rice Lake. In 2022, Rice Lake officials voted to expand broadband service in partnership with CTC, connecting city hall and 267 homes as part of an $835,000 initiative, supported by matching funds from the city and St. Louis County. The partnership focuses on improving rural broadband connectivity, benefiting homes, businesses, and community facilities. CTC plans to finalize construction and begin installations in new service areas, including Rice Lake Township, as part of their ongoing commitment to expanding broadband infrastructure. This partnership has been instrumental in bringing better internet services to the Rice Lake area, enhancing the quality of life for residents and supporting local businesses.


Long Prairie

City officials in Long Prairie, Minnesota, spent years hearing residents’ complaints about poor internet access. Determined to resolve the issue, they partnered with CTC to develop a citywide Fiber-To-The-Premise network. Using proceeds from a city-issued General Obligation Tax Abatement Bond, the city funded the infrastructure, and CTC built the network.
Under a lease agreement, CTC provides services over the city-owned network, managing and maintaining it while paying the city for its use. Once the bond debt is fully repaid, network ownership will transfer from the city to CTC, completing the partnership’s vision for improved connectivity.
